There is an interesting article on the Great Firewall of China, dubbed the “Golden Shield Project”, at http://www.theatlantic.com/doc/200803/chinese-firewall. It’s not very technical but it does go into the various techniques used.
It’s especially interesting to consider that these techniques are often used in “network management” in the US, and that the techniques employed by P2P protocols to overcome “management” are equally valuable in China to overcome censorship. As the debate over network neutrality rages on this is important to note.
